Library users across Cape Town will get a third chance this year to return overdue books and other items without facing penalties, as the City of Cape Town launches its next Fine Free Week from 1 to 6 September 2025.
The amnesty initiative will run at all municipal libraries, providing a window of opportunity for patrons to return outstanding items – no questions asked and no fines incurred.
Recovering Resources
The City’s previous Fine Free Week campaigns were met with resounding success, helping recover over R1.3 million worth of library items.
The initiative not only aims to retrieve valuable resources but also to eliminate financial barriers that may prevent library users from engaging with public services.
The latest campaign coincides with International Literacy Day on 8 September, reinforcing the connection between access to literature and educational development.
Promoting Access and Accountability
Councillor Francine Higham, Mayoral Committee Member for Community Services and Health, encouraged residents to take part.
“Some stories are so good you want to read them again and again,” said Higham.
“But to ensure everyone has access to these resources, they need to be returned timeously. If you haven’t done so yet, Fine Free Week is your chance.”
Library staff are tasked with managing their own collections to meet specific community interests, ensuring relevance and local value.
Returned items will allow librarians to fill gaps, update collections, and offer broader access to materials in high demand.
