City of Cape Town proposes heavy vehicle safety plan for Kloof Nek Road

In response to growing safety concerns, the City of Cape Town has proposed a new plan to reduce crashes on the city-bound section of Kloof Nek Road.

The move follows multiple incidents involving runaway heavy vehicles, sparking calls for urgent intervention from residents and local businesses.

A report tabled this week at a Sub-council 16 meeting revealed the City’s Urban Mobility Directorate recommends that all heavy vehicles be required to stop near the crest of Kloof Nek Road to check their brakes and engage a low gear before descending.

Key safety proposals include:

  • A mandatory heavy vehicle stop zone near the top of the hill
  • Clear signage instructing drivers to use low gear throughout the descent
  • A dedicated heavy vehicle lane
  • Camera enforcement to monitor compliance

The investigative study concluded that low gearing is the most effective single measure to reduce brake failure and prevent loss of control on the steep gradient.

Public input invited

Residents and stakeholders can submit comments as part of a public participation process running from 29 August to 30 September 2025.

If approved, implementation is planned for the 2025/2026 financial year.

Recent crashes that prompted action:

  • October 2024: A tourist bus lost control, damaging a MyCiTi stop and two parked vehicles
  • Earlier October 2024: A cement truck collided with multiple cars
  • September 2023: A heavy truck overturned, injuring six people

These incidents have caused public alarm, especially among those living and working along the Atlantic Seaboard, who have long argued the road’s descent poses serious danger without stricter control.

Ward councillor Francine Higham confirmed that interim measures have already been taken, including:

  • New warning signage
  • A signalised pedestrian crossing at the top of the descent

“We’re prioritising safety while pursuing longer-term, sustainable solutions,” said Higham.
