A local cattle herder stumbled across the infant lying helpless in a pile of stones and rubbish before rushing him to hospital.
The baby was taken to Bijolia Government Hospital where doctors revealed he was only 15 to 20 days old.
Medics found not only a stone jammed inside his mouth, but also rocks placed on his tiny thighs.
Police believe the use of glue and stones was meant to keep the child quiet so no one would hear him as he was left to die.
Officers said the boy had been dumped in woodland near the road outside Sita Kund Temple.
Authorities are now trawling through delivery records at nearby hospitals in a bid to identify mothers who have recently given birth.
Cops are also questioning locals in surrounding villages to try and trace the child’s parents.
The case has sparked outrage in India, where similar baby abandonment tragedies have made headlines in recent months.
It comes after another miracle rescue – when a starving newborn in Phoenix, Arizona, was found still alive beside its dead mother.
Cops were called after neighbours reported they hadn’t seen the woman for days.
When officers forced their way inside, they found the tragic mum’s body and her baby lying next to her, desperately clinging to life.
The tiny infant, wrapped in blankets, was rushed to hospital in critical condition after being severely dehydrated.
Phoenix Police said: “Inside the home, they discovered the mother had passed away and her baby was still alive, severely dehydrated and clinging to life.
“The baby was taken to the hospital in critical condition.”
Investigators described the infant as “visibly emaciated”.
Cops later confirmed: “We are happy to report the infant’s condition has improved greatly, and they’re expected to survive.”
They added: “It wasn’t learned until well after the fact from doctors and staff at the hospital that if the police officers didn’t immediately provide aid and didn’t immediately go into the apartment, the child may not have survived much longer.”
Police praised neighbours for raising the alarm, calling it a rescue that came just in time.
The baby is now in the care of the Department of Child Safety while investigators look into how the mother died.
