PSA to local entrepreneurs: Deadline to apply for infrastructure funding is near…

Entrepreneurs, small businesses, and cooperatives are encouraged to apply for the Business Infrastructure Support Programme (BISP) before applications close on 19 September 2025.

Minister of Small Business Development Stella Ndabeni described the BISP as a vital tool to strengthen South Africa’s micro, small and medium enterprises (MSMEs).

“By providing infrastructure, equipment, and business development services, the programme creates an enabling environment for small businesses to thrive,” she said.

According to the Department of Small Business Development, BISP provides non-repayable grants to help MSMEs and cooperatives upgrade facilities, purchase equipment, adopt new technologies, and invest in energy solutions. The ultimate goal is to boost productivity, create jobs and expand market access.

WHAT THE BISP FUNDING SUPPORTS

Businesses can apply for funding in areas such as:

  • Construction or refurbishment of shared facilities and business hubs
  • Machinery, tools, and technology upgrades
  • Renewable energy solutions to lower operating costs
  • Linked business development services to improve competitiveness

For many township, rural and underserved enterprises, this support can be a game changer, enabling them to scale operations, secure bigger contracts, and create sustainable employment. Similar initiatives, such as the R500-million informal-trader funding programme, have also been introduced to help small businesses access resources and opportunities.

WHO CAN APPLY

Eligible applicants include:

  • Registered MSMEs and cooperatives
  • Projects showing strong potential for job creation and market expansion
  • Women- and youth-owned businesses, especially those in underserved areas, will receive priority

Applicants must also be CIPC compliant and hold a valid SARS tax clearance certificate.

HOW TO APPLY

Visit the official BISP portal to download guidelines and application forms.

  • Select the correct form for infrastructure, equipment, technology, or energy projects.
  • Prepare the required documents: CIPC registration, tax clearance, bank statements, financial projections, supplier quotations, and property/municipal documents.
  • Submit completed applications online or via email to BISP@dsbd.gov.za.
