Roll Call Sessions: ANC NEC to evaluate councillors’ performance

The African National Congress (ANC) National Executive Committee (NEC) will convene roll call sessions with councillors on Monday, 15 September 2025.

The ANC’s Secretary General, Fikile Mbalula, said their gathering will serve to review progress, provide guidance and accelerate service delivery.

The ANC NEC recently held a meeting where the party leader, President Cyril Ramaphosa delivered a political overview focusing on local government.

Ramaphosa challenged NEC members to move beyond diagnosis, urging them to introduce radical solutions that will solve local government challenges.

“Citizens expect quality service that improves daily life, and service delivery is key to build trust in government,” Ramaphosa said.

Ramaphosa on Local Government challenges

The president said it is stated in the constitution that local government’s responsibility is to promote democratic governance.

“The objects of local government include providing democratic and accountable governance, ensuring sustainable service delivery to the people of South Africa,” Ramaphosa added.

Ramaphosa insisted that local government is the front line of service delivery. He cited that the system is meant to ensure that citizens have access to necessities such as water and electricity.

In light of local government challenges, Ramaphosa has been working with provincial governments across the country to tackle municipal challenges and opportunities.

Additionally, the president encouraged municipalities to play a central role in infrastructural development such as roads and transport systems.

Dealing with the issue of service delivery

The ANC NEC member and Minister of Water and Sanitation, Pemmy Majodina said they have identified the ten most critical municipalities with water shortages in the North West province. The minister stated that among the challenges faced by the province is the issue of “water mafias”.

Majodina revealed that water mafias in the North West province are beyond, where extortionists make demands, which affects service delivery processes.

“We are working with South African Police Services (SAPS) in ensuring that we deal with water mafias,” she said.

Furthermore, the minister suggested tapping into groundwater as one of the immediate solutions. She added that they have instructed municipalities to prioritise fixing water leaks to reduce wastage.
